Collector Crypt
Collector Crypt is the strongest option we found for One Piece and Japanese Pokémon. Machines show the odds for each rarity tier, and packs listed through Jupiter carry an instant buyback of 85% to 93% set per pack, per Jupiter's docs.
How buyback works
Collector Crypt sets an instant buyback rate per pack, between 85% and 93% of the card's insured value, paid in USDC. The window closes 3 days after the pull, so decide quickly.

Packs.com, run by MEJMR LLC, sells Real Packs and one-card Single Pulls of raw Pokémon, One Piece and Magic cards with odds on each pack. You can ship your cards or sell them back for Coins. The catch is that Coins don't cash out, and purchases are generally final.
How buyback works
Packs.com buys a card back for Coins at the estimated resale value shown when it was revealed. Coins are site currency: Packs.com says they can't be withdrawn as cash, so only cards you ship carry value off the site.
